“All Things Must Be Done in Order”
Doctrine and Covenants 28:12–13
12 For, behold, these things have not been appointed unto him, neither shall anything be appointed unto any of this church contrary to the church covenants.
13 For all things must be done in order, and by common consent in the church, by the prayer of faith.
President Joseph Fielding Smith wrote:

[T]he Lord said that Oliver Cowdery should tell Hiram Page that, ‘behold, these things have not been appointed unto him, neither shall anything be appointed unto any of [this] church contrary to the church covenants. For all things must be done in order, and by common consent in the church, by the prayer of faith’ [D&C 28:12–13]. . . .
“. . . The Lord would have us know that He does all things in order, and whenever He calls one to lead the Church, that one will come in at the gate and be ordained by those who hold authority. It has been so from the beginning and will continue so to the end.”
