The Holy Ghost Falls upon the Gentiles, and Peter Commands Them to Be Baptized

Acts 10:44–48

44 While Peter yet spake these words, the Holy Ghost fell on all them which heard the word.
45 And they of the circumcision which believed were astonished, as many as came with Peter, because that on the Gentiles also was poured out the gift of the Holy Ghost.
46 For they heard them speak with tongues, and magnify God. Then answered Peter,
47 Can any man forbid water, that these should not be baptized, which have received the Holy Ghost as well as we?
48 And he commanded them to be baptized in the name of the Lord. Then prayed they him to tarry certain days.

President Dallin H. Oaks said:

“. . . [T]he Light of Christ is given to all men and women that they may know good from evil; manifestations of the Holy Ghost are given to lead sincere seekers to gospel truths that will persuade them to repentance and baptism.

“The gift of the Holy Ghost is more comprehensive. The Prophet Joseph Smith explained: ‘There is a difference between the Holy Ghost and the gift of the Holy Ghost. Cornelius received the Holy Ghost before he was baptized, which was the convincing power of God unto him of the truth of the gospel, but he could not receive the gift of the Holy Ghost until after he was baptized. Had he not taken this sign or ordinance upon him, the Holy Ghost which convinced him of the truth of God, would have left him [see Acts 10:1–48]’ [Teachings of Presidents of the Church: Joseph Smith (2007), 97; emphasis added].

“The gift of the Holy Ghost includes the right to constant companionship, that we may ‘always have his Spirit to be with [us]’ (D&C 20:77).”

(“Always Have His Spirit,” Ensign, Nov. 1996, 60.)
